There's a lot to this issue and I'm having a lot of fun these days with tweaking user rights, workspaces, rendering fonts, auto-generated color palettes and all that - all things that actually function as design tools.
I had the chance to ramble about these things at the last T3UG which we (BEE3) hosted in Copenhagen. We were mainly talking about how to strengthen both the editor and the designer's techniques to create well structured and well designed content.

My talk otherwise centered on how to support the editor from the backend letting him or her make weighty design changes, yet still ensuring a look that is consistent with what the designer initially planned for the user experience (that is ensuring that content editors don't screw up the user experience with poorly laid out content).
